Hiling ng Mangingisda


     Mga anak-lawa silang umaasa na patuloy na mabiyayaan ng isda mula sa Laguna de Bay. Samahang Mangingisda na nangangarap magkaroon ng Parola upang magsilbing gabay ng pumapalaot sa gabi.

     Nais din nilang magkaroon ng patrol boat para mapangalagaan ang teritoryong sakop ng barangay sa pananamantala ng mga dayuhang mangingisda. 

     May tulong silang hinihiling sa National Government through the Bureau of Fisheries upang mapuksa ang perwisyong janitor fish. 

     At may hiling sa Laguna Lake Development Authority na paglalaanan sila ng bakanteng daanan ng bangka  na hindi sasakupin ng fish pens.

     May regular allocation para sa mangingisda ang Sanggunian. Pag malaki ang tubig, pag maraming waterlily, pag panahon ng tag-init at walang mahuling isda, may P10,000.00 ang inilalaan si Kap. Jolan Aralar para sa miyembro ng Samahang Mangingisda. Pati na ang gastusin sa paglalagay ng tulos at lambat na haharang sa water lily na kukubkob sa daanan ng bangka.

     Inilalapat ngayon ng Agriculture & Fisheries chair Banjo de Leon at vice chair Her Gonzaga-Galang ang ordinansa sa pangingisda. Layon nito ang pagtataya ng territorial boundaries sa Laguna de Bay na sakop ng Barangay Calumpang. 

     Gayon din ang pagbibigay ng karapatan na mangisdang-panghanapbuhay sa teritoryong ito sa mga miyembro ng Samahang Magdaragat ng Calumpang at iba pang kabarangay. 

     Ang mga taga-ibang barangay na nais na mangisdang-panghapbuhay ay hihingi ng pahintulot sa Samahang Magdaragat.

     Ang proposed ordinance ay magbabawal sa mga sumusunod na paraan ng pangingisda: pangangahig ng suso o mga nanga-ngaladkad ng bangkang de motor; manunuro o pasuwag o sakag; pangunguryente ng isda; patitibog o paraan ng pambubulabog sa mga isda para umalis at pumalaot; paglalagay ng illegal na baklad; at paglalagay ng kulong na water lily ng walang koordinasyon o permiso sa Barangay at Samahan ng Magdaragat. 

     May kaukulang parusa sa bawat paglabag.  Kung magiging ganap na ordinansa, malaki ang maitutulong nito sa mandaragat.

  1. Commitments

    This early yet, I have no political commitment to this and that local elections’ candidates. I intend to keenly study the pronouncements of those who registered their will and their pledge to serve.

    I reserve for last (blog) the comment for mayor and vice mayor candidates because if I tell that now, there is a danger that this posting would be taken into trash. Not that I doubt the fairness of the blog manager or to whom she is accountable for. It is just I don’t want her to walk in tightrope again, blink and fall! Fortify yourself, storyteller, laughter maybe the best medicine but tears strengthen the soul.

    There is an e-mail invitation from a candidate for governor and I will join him if only to bring his attention to the promise he held in abeyance though, about concreting of Cableway Road in Calumpang that some 8,000 direct beneficiaries are looking forward to fulfillment.

    I am set to join another congressional hopeful if only to remind him gently about the “unstarted agenda” of his predecessors: the floodway road connecting Angono and Pritil, Binangonan. Should he find that project too colossal, he can opt for more realistic ones like the development of Pritil in Calumpang which was also promised by his kin. This time, he may give Pritilians, not the ballyhoo covered court, but development that will enhance and improve trade and commerce in the area. There is no shortage of visions that thinking kagawads can design for the Pritil of their dreams.

    Strong contenders may dismiss this “pleadings” as a mute “voice in the wilderness” but I swear on the last toenail of my pet dog that full support of the entire clan/s will be delivered at the doorstep of their opponents!

    Or I will cry for help to about 2,000 plus web-brigade: e-mail, facebook, friendster, twitter friends and friends of their friends to do drastic action about this and that candidates. Let the news spread like wild fire and who knows, we might get multiplied converts!

    This early, too, I hope candidates for councilors will prepare reforms that should see light in the Sangguniang Bayan. Enough of motherhood statements and eternal support to programs and projects of their mayor! For a change: what is their stand on TODAs that convert narrow and congested roads as garage and parking space? For another: how will they help small lot owners besieged by court decision on the Guido Case requiring expensive documentation and proceedings for lot entitlement? Still another: what is their template for properties donated by deceased owners (without deed of donation) and improved by government structures erected for so long ago but currently being claimed by surviving heirs? And another: what legal solution can they adopt to settle the protracted boundary problems of conflicting barangays?

    Again, I swear on the last remaining strand of my cousin’s receding hairline that I will dare ask these questions to candidates who just sing and dance during the campaign period! Or those who seek refuge in the glib tongue and posturing of their patrons!

    I get nothing for this trouble. I do it just the same if only for the inspiration of the muse who cracks the whip on my complacent mind and soul.
